THANK YOU WORLD VISION GOSPEL CHOIR FOR THAT INCREDIBLE DIVERSE RENDITION OF OH CANADA.THANK YOU TO JAY FORBES FOR THAT WARM INTRODUCTION.MY SINCEREST THANKS OF COURSE AS WELL TO ALL SPONSORS SUPPORTING TODAY'S LUNCHEON, AND THANK YOU TO THE WINNIPEG CHAMBER OF COMMERCE, UNDER THE LEADERSHIP OF DAVE ANGUS FOR ALL OF YOUR DEDICATION TO OUR CITY'S GROWING BUSINESS COMMUNITY, AND FOR ALL YOUR EFFORTS TO HOST MY INAUGURAL STATE OF THE CITY ADDRESS AS WINNIPEG’S 43RD MAYOR.

THANK YOU FOR BEING HERE THIS AFTERNOON. I AM PLEASED TO ANNOUNCE THAT, THIS YEAR, IN KEEPING WITH THE TIME-HONORED TRADITION CREATED BY MY PREDECESSOR - FORMER MAYOR SAM KATZ – PROCEEDS OF TICKET SALES WILL BE DONATED TO A VERY DESERVING ORGANIZATION WHOSE WORK IN OUR COMMUNITY IS TRULY INCREDIBLE AND POSITIVELY IMPACTS THE LIVES OF OUR CITIZENS:HABITAT FOR HUMANITY.THE WORK HABITAT DOES IN OUR COMMUNITY IS MORE THAN JUST BUILDING HOUSES. THEY BUILD HOMES.THIS SUMMER, I WILL SPEND A DAY TO HELP BUILD A HOME FOR A WINNIPEG FAMILY.

COUNCILLOR FOR ST. JAMES – BROOKLANDS – WESTON,  SCOTT GILLINGHAM, CHAIR OF THE WINNIPEG POLICE BOARD WHO HAS IMPRESSED COLLEAGUES AND CITIZENS CARRYING OUT POINTED DISCUSSIONS WITH HUMILTY AND DECORUM.

COUNCILLOR FOR ST. BONIFACE – MATT ALLARD – HE IS THE MOST PASSIONATE REPRESENTATIVE FOR WINNIPEG’S FRANCOPHONE COMMUNITY AND I COMMEND HIM FOR INCREASING AWARENESS OF FRENCH LANGUAGE SERVICES AT THE CITY OF WINNIPEG.

COUNCILLOR FOR ST. CHARLES – SHAWN DOBSON – HE HAS WORKED HARD THROUGH MANY ELECTIONS TO HAVE THE OPPORTUNITY TO REPRESENT CITIZENS IN HIS WARD AND HAS DEMONSTRATED HIS COMMITMENT TO SERVE WINNIPEG.

COUNCILLOR FOR MYNARSKI – ROSS EADIE – I’M VERY PLEASED THAT IN SPITE OF A SOMETIMES DIFFERENCE OF OPINION, WE DO, IN FACT SHARE OPEN AND FRANK DISCUSSIONS. 

COUNCILLOR FOR FORT ROUGE – EAST FORT GARRY – JENNY GERBASI – AS THE LONGEST SERVING MEMBER OF COUNCIL, SHE BRINGS A BREADTH OF EXPERIENCE THAT HAS HELPED OUR CIVIC EFFORTS IN HOUSING AND ON A NATIONAL LEVEL THROUGH HER LEADERSHIP ON THE FEDERATION OF CANADIAN MUNICIPALITIES.

COUNCILLOR FOR DANIEL MCINTYRE – CINDY GILROY – SHE SERVES OUR CITIZENS WITH HEART AND PASSION REPRESENTING COUNCIL ON BOTH THE UN GLOBAL SAFE CITIES COMMITTEE AND OUR CITIZENS EQUITY COMMITTEE.

COUNCILLOR FOR ELMWOOD – EAST KILDONAN – JASON SCHREYER – NOT ONLY DOES HE BRING THE LEGACY OF HIS STRONG NAME EMBEDDED IN OUR PROVINCE’S HISTORY, BUT I KNOW HE WILL CREATE THE NEXT GENERATION OF SCHREYER LEGACY HERE AT CITY HALL.

AND COUNCILLOR FOR TRANSCONA – RUSS WYATT – THE FRONT RUNNER FOR MR. TRANSCONA…HE IS ONE OF THE STRONGEST VOICES ON CITY COUNCIL AND WORKS HARD TO MAKE OUR CITY AS GREAT AS IT CAN BE EVERY DAY.

I AM PROUD TO BE A MEMBER OF THIS COUNCIL.  IN ONLY A SHORT AMOUNT OF TIME, WE’VE CHANGED THE TONE HERE AT CITY HALL TO ONE THAT DEMONSTRATES DECORUM, 

PROFESSIONALISM AND COMMON SENSE, ALLOWING US TO FOCUS ON WORKING FOR 

WINNIPEGGERS. I ALSO WANT TO RECOGNIZE THE MEMBERS OF OUR CITY OF WINNIPEG PUBLIC SERVICE: THIS DEDICATED GROUP LEAD THE MEN AND WOMEN OF OUR PUBLIC SERVICE IN THEIR RESPONSIBILITIES TO BRING QUALITY SERVICE AND PROGRAMS TO CITIZENS EVERY DAY HERE IN WINNIPEG.

AND, AS YOU ARE ALL AWARE, ON WEDNESDAY EPC VOTED TO SUPPORT THE UNANIMOUS RECOMMENDATION TO SELECT MR. DOUG MCNEIL AS OUR NEW, PERMANENT CAO. DOUG, FOLLOWING COUNCIL’S APPROVAL NEXT WEDNESDAY, OF COURSE, WE LOOK FORWARD TO WELCOMING YOU TO LEAD OUR TEAM INTO A STRONG FUTURE.HOW WE WORK TOGETHER HERE AT THE CITY ENCOMPASSES THE SENTIMENT THAT DESCRIBES WINNIPEGGERS THEMSELVES: A HARD WORKING DEDICATED COMMON SENSE COMMUNITY.SO, ON THEIR BEHALF, THANKS TO ALL OF YOU FOR EVERYTHING YOU DO FOR WINNIPEG, FOR CITIZENS AND FOR FUTURE GENERATIONS.

LADIES AND GENTLEMEN, YOUR DEDICATED TEAM FOR WINNIPEG CITY HALL.WE WERE ELECTED BY WINNIPEGGERS WHO MADE THEIR COLLECTIVE VOICE CRYSTAL CLEAR: 

WINNIPEG WANTS CHANGE. AND WINNIPEG IS READY FOR CHANGE. AND THE TIME... IS RIGHT NOW.THIS CITY WE ALL LOVE HAS BEEN STUCK.WINNIPEG: ONCE THE ‘CHICAGO OF THE NORTH’, WITH THE UNION TOWER LOOMING AS THE TALLEST SKYSCRAPER IN THE NATION.IT UNDERWENT A BOOMING POPULATION AND ECONOMY, EXPLODING IMMIGRATION, TRADE AND COMMERCE.WINNIPEG WAS THE CITY THAT HAD IT ALL IN THE CENTRE OF EVERY OPPORTUNITY IN NORTH AMERICA.THAT ALL ENDED. AND OUR FALL FROM THE TOP HAS BEEN DIFFICULT EVER SINCE. SO WHAT HAPPENED FOR SO MANY YEARS THAT WE COULDN’T PULL OUR BELOVED CITY OUT FROM THE RUT?SOME SAY  POLITICIANS. OTHERS SAY ECONOMY, WAR, LABOUR RELATIONS.ACCUSATIONS EXIST OF CORRUPTION, POOR INTERGOVERNMENTAL RELATIONS, TIMING, GENERATIONAL AND RACE ISSUES, POOR CITIZEN ENGAGEMENT, CLIMATE…EVEN OUR OWN SELF-DEPRICATING NATURE.WE CAN DEBATE A CENTURY’S WORTH OF REASONS, AND WE CAN SPEND OUR ENERGY POINTING FINGERS AND BLAME, WHICH DOES NOTHING BUT SOLIDIFY OUR DESTINY STUCK ON REPEAT.OR WE CAN ACCEPT THAT IT WAS ALL OF THE ABOVE.WE CAN REDIRECT OUR FOCUS ON THE BRASS RING OF CHANGE AND WHERE IT IS WE WANT WINNIPEG TO BE IN FOUR, TEN, TWENTY, EVEN FIFTY YEARS FROM NOW.THE DATE WINNIPEGGERS MADE THE CHOICE TO CHANGE OUR DESTINY WAS ON OCTOBER 22ND 2014.

I’M HERE BECAUSE I WANT TO RAISE THE GAME AND INSPIRE WINNIPEGGERS TODAY, AS WELL AS THE NEXT GENERATION, TO BELIEVE THAT THE BUZZ THAT’S FELT IN OTHER CITIES…...WE DESERVE TO HAVE THAT SAME FEELING OF EXCITEMENT RIGHT HERE IN WINNIPEG.THE GOOD WILL TO KICK-START IT IS ALREADY THERE. CITIES ACROSS THE NATION ARE TAKING NOTICE OF WINNIPEG. IT’S UP TO US TO EVOLVE IT, WHICH IS GOING TO TAKE AN EXTRA SPECIAL EFFORT. AND THAT’S WHAT I WANT TO TALK TO YOU ABOUT TODAY: THE EXTRA-SPECIAL EFFORT THAT’S FINALLY GOING TO STICK AND BE THE CHANGE WINNIPEGGERS DESERVE.MAKE NO MISTAKE, CHANGE IS A CHOICE, AND IT IS MUCH HARDER THAN IT LOOKS.STANDING STILL…EYES  FIXED ON THE REAR-VIEW MIRROR… KEEPS US MIRED IN WHAT WENT WRONG.AND IT HAS COME AT AN UNIMAGINABLE COST – IN OPPORTUNITY, ECONOMY, GROWTH, FAITH AND PRIDE.RIGHT NOW, NOTHING IS MORE EXPENSIVE THAN REGRET. IT KEEPS US LOOKING BACK AND FALLING BEHIND.SO THE TIME FOR CHANGE IS RIGHT NOW.EACH OF MY PREDECESSORS HAD THE RIGHT INTENTIONS, AND EACH DID GREAT WORK TO GET OUR CITY 'UNSTUCK' AND PUT US IN THE POSITION WE ARE IN TODAY... PRIMED TO MOVE FORWARD.

WHEN I WAS ELECTED LAST OCTOBER, I PROMISED CHANGE. AND SINCE BEING SWORN IN, IT’S BEEN 150 DAYS, AND WE’RE ALREADY MAKING BIG IMPROVEMENTS WITH MANY SMALLER CHANGES. ONCE APPROVED THROUGH THIS BUDGET, WE’RE DEDICATING 150 THOUSAND DOLLARS A YEAR FOR THE NEXT FIVE YEARS TO END HOMELESSNESS. AND SPEAKING OF THE BUDGET......ALL WEEK COUNCIL AND CITIZENS FROM ALL WALKS OF LIFE HAVE BEEN ENGAGED. AND WE WORKED TIRELESSLY TO MEET THE PRIORITIES OF WINNIPEGGERS:STREETS ARE SEEING 103 MILLION DOLLARS FOR RENEWAL – TRIPLE 2012 AND UNPRECEDENTED INVESTMENT. THE SMALL BUSINESS TAX THRESHOLD FOR ANNUAL RENTAL RATES HAS BEEN INCREASED TO 30 THOUSAND DOLLARS, RAISING ELIGIBILITY FOR FULL REBATES NOW TO NEARLY HALF OF ALL SMALL BUSINESSES.WE’VE STOOD FIRM ON OUR COMMITMENT TO KEEP MOVING FORWARD WITH RAPID TRANSIT AND IDENTIFY THE SOURCE TO FUND THE SECOND PHASE OF THE SOUTHWEST RAPID TRANSITWAY.ALL OF THIS KEEPS US LOOKING AHEAD. AND IT KEEPS WINNIPEG MOVING FORWARD SUPPORTING OUR GREATER VISION FOR THE CITY:

A CITY THAT WORKS WITH AN OPEN AND TRANSPARENT CITY HALL, A GROWING, THRIVING MORE MODERN CITY, A CITY WE ARE ALL PROUD TO CALL HOME, AND A CITY THAT NO LONGER RELIES ON THE REGRESSIVE, OUTDATED PROPERTY TAX AND A CITY THAT RECEIVES IT’S FAIR SHARE.WE TACKLED OUR MOST CHALLENGING BUDGET TO DATE. MYSELF, ALONG WITH MY FELLOW MEMBERS OF EPC TOOK MONEY OUT OF OUR OWN POCKETS AND REDUCED OUR OWN SALARIES. PERKS AND PRIVILEGES FOR POLITICIANS ARE THE IRE OF CITIZENS WHO WORK DAMN HARD FOR THEIR MONEY AND DON’T EVER SEE SUCH BENEFITS…...WELL WE REDUCED THOSE SIGNIFICANTLY FOR MEMBERS OF CITY COUNCIL AS WELL.

THE STATE OF OUR CITY RIGHT NOW? 

WE ARE FINALLY PRIMED FOR THE BIG CHANGES WE SEE HAPPEN IN OTHER CITIES.I AM COMMITTED TO DEDICATING EVERY DAY OF THE NEXT FOUR YEARS YOU HAVE GIVEN ME, TO LEADING THAT EFFORT WINNIPEGGERS ARE READY TO CELEBRATE…RIGHT NOW.DO WE NEED TO LOOK AT WINNIPEG’S PAST? OF COURSE, WE DO IT’S HOW WE LEARN WHERE TO IMPROVE SO WE CAN PUT WINNIPEG BACK ON TOP. 

WHAT DID WE DO RIGHT? WHAT CAN WE DO DIFFERENTLY GOING FORWARD?JOHN F KENNEDY REMINDED US THAT THOSE WHO LOOK ONLY TO THE PAST OR PRESENT ARE CERTAIN TO MISS THE FUTURE.SO HOW DO WE AVOID MISSING OUR FUTURE?WELL, FIRST LET’S RECOGNIZE SOMETHING CRITICAL: 

WE ARE STANDING TODAY ON THE EDGE OF BIGGER DREAMS FOR WINNIPEG.  AND LET’S ACKNOWLEDGE WINNIPEG’S BEST DAYS ARE NOT BEHIND US! OUR BEST DAYS ARE STILL TO COME.WE MUST REMAIN AMBITIOUS. 

THERE ARE, OF COURSE, THE CRITICS WHO POUNCE, AS CRITICS ALWAYS WILL, ON LOFTY AMBITIOUS IDEAS. THEY WILL ALWAYS SAY THAT IT CAN'T BE DONE, SO DON'T EVEN TRY.WELL, I CAN SAY THAT IF EACH OF MY PREDECESSORS HAD CAVED TO THE CRY OF THEIR CRITICS, SOME OF THEIR POSITIVE ACCOMPLISHMENTS MIGHT NOT HAVE OCCURRED.WINNIPEG MAY NOT HAVE BEEN AMALGAMATED IN 1971, THE YEAR I WAS BORN, UNDER STEPHEN JUBA...THE ICONIC ESPLANADE RIEL COULD HAVE BEEN JUST ANOTHER OVERPASS IF GLEN MURRAY GAVE IN TO CRITICS…THE FORKS UNDER BILL NORRIE MIGHT NEVER HAVE COME TO FRUITION…THE FLOOD OF THE CENTURY IN ’97 WHICH SAW DEVASTATION ACROSS SOUTHERN MANITOBA COULD HAVE BEEN DEVASTING IN WINNIPEG, HAD SUSAN THOMPSON STRAYED FROM HER PATH. AND PERHAPS CENTRAL PARK WOULD STILL BE THE TURF OF GANGS AND DRUG DEALERS RATHER THAN THE FAMILY SPACE IT IS TODAY HAD SAM KATZ LISTENED TO THEM.

LISTEN, WE’RE ABOUT TO CHANGE HOW WE TALK ABOUT WINNIPEG, AND HOW WE’RE PERCEIVED BY OTHER CITIES. IF ACTION IS THE HEART OF TRUE CHANGE, THEN OUR ACTIONS MUST INVOLVE RECORD INVESTMENT NOT ONLY INTO OUR INFRASTRUCTURE, OR OUR ECONOMY… BUT RECORD INVESTMENT INTO OUR SPIRIT, AND INTO OUR COLLECTIVE BELIEF THAT OURS IS AN AMAZING CITY, AND THAT WE SHOULD ALL BE SO PROUD TO CALL WINNIPEG HOME.SO LET’S SHIFT THE APPROACH, AND WORK BACK FROM THE RESULTS OF DREAMING BIG.

WHAT DOES THAT LOOK LIKE? WHAT DO THE RESULTS OF AN AMBITIOUS WINNIPEG TODAY LOOK LIKE 30 YEARS FROM NOW?MOST PEOPLE WILL LIKELY TELL YOU THE VISION LOOKS SOMETHING LIKE THIS:YOU MIGHT GET A CALL FROM A FRIEND WHO IS ECSTATIC OUR CITY HAS SMOOTH TRAFFIC FLOW AND THERE ARE NO JAMS AT WAVERLEY. EVER. OUR ROADS AND TRANSPORTATION MANAGEMENT SYSTEM ARE THE ENVY OF THE NATION. YOU ARE ON YOUR WAY DOWNTOWN, TAKING RAPID TRANSIT, SIMPLY FOR THE CONVENIENCE OF IT FROM EVERY CORNER OF THE CITY. YOU CAN CATCH UP ON YOUR WORK, TOO, BECAUSE WIFI IS ACCESSIBLE ON ALL PUBIC TRANSIT. TOMORROW MAYBE YOU’LL TAKE YOUR BIKE. THE A-T NETWORK IS A SHOWCASE FOR ALL-WEATHER HUMAN-POWERED COMMUTING – EVEN IN WINTER.IT’S NO PROBLEM THAT YOU’VE MISSED YOUR STOP AND NOW YOU’RE GETTING OFF IN THE EXCHANGE.  YOU CAN PICK UP SOME GROCERIES AND STOP IN TO VISIT YOUR KIDS –  WHO LIVE, WORK AND RAISE THEIR FAMILIES IN THE EXCHANGE. IT’S REALLY CHANGED SINCE 2015 – IT’S ABSOLUTELY BECOME THE SILICONE VALLEY OF THE 

NORTH. THE ONE PROBLEM THEY KEEP REPEATING ABOUT THEIR EMPLOYER, THOUGH? TOO MANY JOBS TO FILL! THE DEMAND FOR EMPLOYEES TO FILL TRAINING AND WORK OPPORTUNITIES OUTNUMBERS THE SUPPLY OF STEADY WORKERS COMING IN FROM OUT OF PROVINCE. THEY JUST CAN’T KEEP UP, EVEN THOUGH WINNIPEG WELL- SURPASSED ITS POPULATION OF 1 MILLION MANY YEARS AGO.THIRTY YEARS FROM NOW, WINNIPEGGERS, FROM EVERY WALK OF LIFE, SHARE IN EQUAL OPPORTUNITY FOR WORK, HOUSING AND TRAINING. WINNIPEG IS THE LEADING THE NATION FOR TOLERANCE AND ACCEPTANCE, AWARENESS AND TRAINING. OUR CITY BLAZED THE TRAIL AGAINST RACISM.HOUSING FOR ALL WALKS OF LIFE FILLS OUR DOWNTOWN, AFFORDABLE RENTALS AND CONDOS...A PERFECT MIX. WE ALSO LED THE NATION TO ERADICATE HOMELESSNESS THROUGH A HOUSING-FIRST POLICY… AND IT SHOWS. 

IN 2045, THE TOURISM INDUSTRY HAS EXPLODED AND WINNIPEG IS THE NATIONS MOST CELEBRATED AFFORDABLE ‘GO TO’ DESTINATION FOR CONFERENCES, PERFORMANCES, SPORTING EVENTS, AND FOR EXPLORING NATIONALLY RENOWNED FESTIVALS. WE ARE AN INTERNATIONAL LEADER IN HUMAN RIGHTS AND HOST TO THE WORLD.LOFTY AND AMBITIOUS? FOR SURE.ACHIEVABLE?
